Jayapura police personnel arrested Arkelaus Lokon on 24 November 2024 in Sentani area, Jayapura Regency. Lokon is suspected of setting fire to a number of buildings in the Jayapura Regency Government office complex. Between September and November 2023, Lokon allegedly set fire to the Ministry of Religious Affairs Representative Office building, the Jayapura Regency Regional Secretariat, and an excavator.

The motive for burning the buildings was because the defendant felt angry about government policies and considered that development was uneven. In addition, he considered that the government did not favour indigenous Papuan women (mama-mama Papua) by not providing a proper place to sell.

At the Jayapura District Court, he was registered for three separate cases but under the same article. In case no. 413, he was convicted and sentenced to three years' imprisonment on 20 March 2025. In case no. 414, he was convicted and sentenced to four years' imprisonment on 13 March 2025. In case no. 415, he was convicted and sentenced to three years' imprisonment on 20 March 2025.
