Papua regional police arbitrarily arrested two students, Oknis Faluk and Higit Pahabol, at Jayapura Port on July 17, 2025, as they disembarked from a boat that had departed from Biak. They were both allegedly associates of someone from the same boat who had been arrested for allegedly carrying ammunition.

After being interrogated and searched at the port security post, they were taken to the Papua Regional Police headquarters for further questioning. As there was no evidence linking them to the ammunition or the third person, they were released but required to report to the police.
