A military personnel from Kodim 1702/Jayawijaya was reported to have arrested and tortured a West Papuan, Frengki Kogoya, to death. The arrest and torture took place around Kodim 1702 on 11 November 2025.

It was reported that the military personnel were angry because the victim had thrown stones at their official residence twice. The victim was known to be suffering from mental illness.

The victim died the next day at Jayawijaya Regional General Hospital. In addition to being tortured by being beaten, the victim's body showed that the perpetrator had shot him with an air rifle.
